The short answer is...NO!
In today's IoT of things, on-premise (or in-house) IP-PBX Telephone Systems are far far less expensive vs. 'hosted phones'. And, they are less than 'phone systems' sold by larger telecommunications companies prior to 2010.
The "myths" and facts have been distorted online by competition selling "hosted & online phone solutions" where you pay monthly fees at a per user rate. IMPORTANT NOTE: You still have to BUY the telephones with hosted phone solution providers = relative & hidden up-front costs!

The fact is small, medium and large in-house (on-premise) phone system deployment COSTS LESS per user. The total life-time use, and full access to all features with an in-house phone system is even lower in cost calculations as we will explain.
This basic example clearly shows the Total Cost of Ownership (ToC) is much much lower for on-premise phone system.
Basic example:
Using: Hosted Phones for 20 users X $24.99/user per month = $499.80 for one month.
= $5,997.60 for 1 year of "per user fees". (NOTE: We used 'a low-end costing' per monthly user on hosted phones of $24.99 per user/month).
-You still have to PURCHASE the phones up front: $129.99 x 20 phones = $2,599.80.
-FIRST YEAR HOSTED SOLUTION COSTS: $5,997.60 + $2,599.80 = $8,597.40.
Now we suggest you multiply that monthly cost over 10 years...hmmm.

-Divide by 12 (months) then divide by 20 users = $14.46 per user first year only.
-Divide that by 10 years lifespan = $1.45 / user per month costs.
